Curtis, I think the fact that this is only a section of the tire vs. the
entire circumference is the bigger question. Along with wheel trueness,
maybe check to be sure that portion of the bead seated fully on the rim.
Maybe it's not fully seated on that 1/3 of the tire. If that's good, and
the wheel is true and round, then all fingers are then pointing to a q/c
problem with the tire.
