All the fenders I have seen give you the recomended tire sizes they will work with. First pick you tire then look at fenders.
FWIW, I have fond that for touring and commuting on roads a true 35mm tire is the largest I care to ride on my Atlantis. After this I find the tires are too heavy without giving any additional advantage.
