It's rare that a decent headset will loosen up if it has been properly
installed, and such a headset rarely requires excessive tightening of the
locknut.

One very real possiblity is that your locknut is not quite clamping down on
the to race cup because it's too short; ie, it's reaching the top of the
steerer a minute fraction of distance before it can fully clamp down on the
race. Try installing another spacer, even a 1 mm one, between locknut and
cup.

Cheap headsets -- those on Wallyworld bikes and (my experience) cheap Indian
made roadsters) are very hard to adjust properly and once and for all; but
anything made by Shimano ought to be decent enough to fit and tighten
without problem.
