I don't know if this experience applies to the Atlantis, but I "roadified" many old steel mountain bikes, and they behaved exactly as you described in turns, as well as failed to hold a stable straight line, if I ran narrow tires. True 32s (eg, 1.25 Tioga City Slickers) brought some degrading of handling but tolerable; but 23 mm tires made handling horrible. OTOH, when I put on 60 mm Big Apples, or 50mm Conti Town and Countrys, the handling was very good (I am thinking in particular, with these last, of my old Diamond Back Axis Team.)
A high bar with little weight on the front end made the sketchiness worse. FWIW, my experience with 3 Rivendell Roads, all ridden with heavy saddlebags, exactly imitates yours with your Ram. Perhaps the Atlantis simply needs bigger tires?
