First, there are professionals who can repair CF frames. Craig Calfee
offers this service. Its not cheap, but he does good work:

Furthermore, not only does he repair his own frames, but others too:

Second, CF can be done out of a garage. There are people out there who
have done it. I'm not sure there's anyone who can do it for $20, but
its doable. For example, the late and great Sheldon Brown host a
website for a guy name Damon Rinard. There's a couple of examples of
his homemade CF bike, for himself and some lady name Betty. Further,
there also an article of a CF homemade bike made by a guy name Josh
Pell. Check it out:

So, there are people who can repair CF frames, it just may not be as
easy to find as someone who can repair a steel frame.
Btw, I am bias as I have a Calfee Tetra Custom which I bought used.
However, my most recent bike is a Paul Taylor Steel fillet-braze,
