With just a strap around the upright, it just slides off the rack, 
pivoting around the upright.  There is a slot in the bottom for a 
strap, but it does not line up well -- it's parallel to the line of the 
bike, so it would take twisting the strap around to go on the crossbar 
of the rack.  Using the bottom strap in some fashion might be able to 
stabilize it.

The decaleur bolts to the bag and consists of two steel tubes going 
down from the top tube that bolts on.  They slide down into receiving 
tubes on the rack.  You really don't need anything else holding the bag 
on, but I still use the strap around the upright as well.
