Jim:

I can see how the panniers would interfere with wide profile brakes.  I
recently changed to Tektros without thinking about that until a friend
mentioned it.  I use low riders for self contained tours but take them off
when not using.  In a half-panic, I bolted everything up and loaded the
bags.  Everything clears but the fronts cannot be overstuffed too much.  

The wide profile brakes seem to have better modulation than the more upright
ones.
