Jim: I can see how the panniers would interfere with wide profile brakes. I recently changed to Tektros without thinking about that until a friend mentioned it. I use low riders for self contained tours but take them off when not using. In a half-panic, I bolted everything up and loaded the bags. Everything clears but the fronts cannot be overstuffed too much.
