Yes, very close to horizontal.  Here's a pic of mine (Dirt Drops, not

MUCH more comfortable that way.

FWIW, I betcha' you could mask off and spray paint the head tube and do a
real good job.  I've been VERY much considering doing that on my "opposite
of slow" -beam bike.
