Is the Sugino a triple? If so, and if it is properly set up already so that
the middle ring is centered on the middle of the cassette, then you can
simply remove the other two rings and bolt a pants guard on in place of the
outer ring.

If the Sugino is a double, you might want to move the inner ring outward by
1/2 the distance between the two rings, or so that it is properly centered.
You can do this with a 2 mm or so bb cup spacer. Then bolt on your pants
guard in place of the outer ring.

A few mm either way won't make a huge difference, but you might as well try
to get the single ring in the right location, that is, centered on the
cassette.
