With a single 46 t chainring, a 24" diameter wheel (559 rim with sub one inch tire) I got a range from 100 to 53 with a very closely spaced 11-21 10 sp cogset. With a slightly wider 12-27 I got a range from 92 down to 41. If I had run a 34 t big cog, my bottom gear would have been 32. In fact, though I ride in moderately hilly terrain, I never used anything over about 85 and anything under 58 -- which is one reason I finally decided to convert everything to fixed and ss. I found, iow, that I didn't need such close ratios or even a huge range. If I were to build up a freewheeling multispeed again, I'd probably stop at five, six or seven gears and have them range from say the mid 80s down to about 40 -- perfectly possible with one ring. If I were to do loaded touring in the mountains, I'd probably add a granny, with or without a front derailleur. So a 46/24 on a 622X28 drivetrain might give you (seven cogs, 13-15-17-18-19-21-24) would give you a 96 high, 73, 69 and 65 inch cruising gears, and a big ring low of 52 and a granny low of 27, that ought to cover most circumstances.
