Battery or generator?
I have a planet bike blinkie on mine. I just use a screw through the
hole in the rack and into the blinkie bracket.
You can kind of see here on my old Atlantis. Holds real tight.

Generator lights tend to be setup for two hole mounting. So to mount
on the nitto top rack or similar you'll need a bracket.
Peter White sells them.
