If you looking for a nice touring bike, hard to beat Bruce Gordon's
BLT for about $2350 ($2600 with racks). Its made in America, comes
with excellent parts. In fact, the only "downside" is its not lugged:

However, if money is an issue, then used bikes are the way to go.
Since it appears you know your size, I would looking at places like
craigslist, ebay (if you like to participate in auctions), and other
forums like this one and the Serotta board for deals.
As for what to get, a good used Japanese sport tourer might be a good
place to start. All of my bikes are mixed. I have a good selection of
used and new parts. Go for it. Your bike will be unique and you won't
be stuck with a standard "kit" bike.
