Would combining the IP location and locale be sufficient to identify the user's
country? The two methods separately have their own limitations, but if a user
has `it-IT` as locale AND an italian IP we can reasonably assume that it's an
Italian (or someone that through a VPN wants to surf the web as in Italian),
correct?
