Well `config/languages.yml` is I think what is used to populate the languages
table in the database which (currently) is used as the possible languages for
diary entries - that can in theory be any possible languages.
As to `config/ui_languages.yml` that is much newer and is specifically those
languages that we have UI translations for.
None of it really matters for this PR though because as discussed it's the
wrong way to do things.
