Well you can't update a changeset if it's closed, and there's no way in iD to
control what changeset it uses, and it probably won't ever create an empty
changeset unless it crashes or something.
Other than that I'm not really sure what you mean - it's not like you'd be able
to update somebody else's changeset in any case.
