I don't think the extra effort on the translatewiki side is worth it, given
missing messages are unlikely to last over a week. I'd say the current update
process should stay the default, ready to adapt in cases like #6819.
However, there are enough translation changes happening that it’s worth making
sure most disruptions caused by them stay confined to the master.apis.dev site
rather than impacting production.
