When a Translatewiki.net administrator or script detects a message getting 
renamed, FuzzyBot moves the existing translations over to the new title, so 
that they take effect immediately. This is usually desirable but happened to be 
undesirable in #6819.

On the other hand, a two-step dance would likely prevent Translatewiki.net from 
detecting a renaming. The new messages would take time to translate manually, 
while the old translations would become orphaned as soon as the source message 
gets deleted. Translators would continue to see these orphaned translations in 
translation memory suggestions when translating the new message, but it would 
be a passive process.

Someone with necessary permissions like @hlfan would need to go in and manually 
move all the existing translations to the new title. Otherwise, we’d wind up 
with the same outcome as in #6830.
