The purpose of this interpolation is not reuse anything but rather to wrap the
words in some markup for emphasis. This allows the site to insert markup
instead of making translators responsible for maintaining the markup themselves.
You should decline [the “open data”
message](https://translatewiki.net/w/i.php?title=Special:Translate&showMessage=site.about_section.open_data_open_data&group=out-osm-site&language=de)
to the correct case based on how it would appear in [the surrounding
message](https://translatewiki.net/w/i.php?title=Special:Translate&showMessage=site.about_section.open_data_1_html&group=out-osm-site&language=de).
The shorter message is limited to this context alone. If it were more
reusable, it would have a different ID.
