Yes, originally, these were tabs, as seen in
https://github.com/openstreetmap/openstreetmap-website/pull/498#issuecomment-28606859.
The leftmost tab was a “View” tab, so something was always highlighted as long
as the map was visible. The 2012 redesign was originally going to [keep this
tab
around](https://github.com/openstreetmap/openstreetmap-website/pull/498#issuecomment-25524905)
while turning the tabs into a segmented control, but ultimately the “View”
segment was nixed, so that it wound up functioning like a row of toggle
buttons. #5151 removed the other two buttons, leaving “Edit” all alone. The
highlight might’ve regressed at that time.
