I think what happened here was:

* someone reported the user on 30th June.  They used a "reported as..." that 
came straight to the DWG.  A DWG person blocked the user but did not hide the 
spam comments.
* you reported the user on 2nd July.  You used a "reported as..." that went to 
the admins, which was sent to us on 7th July.  Your report was marked as "read" 
on 15th July.
* I saw this github issue yesterday and hid the remaining spam comments on the 
changeset.

What went wrong was mostly that both user reports were interpreted as "please 
stop the spammer from posting more spam" not "please stop the spammer AND hide 
the spam that they have posted so far".  Maybe it should have been obvious but 
perhaps a few more words in the report might have helped.

Also, if you want the DWG to do something a direct email to 
d...@openstreetmap.org will reach us faster than a website issue.  You'll get a 
ticket number by return of email and can use that to chase any actions that 
might have been missed.

The answer here is therefore "Yes, website moderators (which includes the DWG) 
can hide changeset discussion comments (but not the original comment made when 
the changeset is added by its author)".
