Can moderators delete changeset comments or there is no such option?
There is a changeset https://www.openstreetmap.org/changeset/137465295
which last two comments are spam comments written by 0-edits users. I reported
spam by the user hayovi using "Report this user"

with the request to delete the spam message from the changeset but they were
blocked.
Yesterday I wanted to report user coginad because it's the only way I can
report spam in the changeset, because there is no such option in the changeset.
But I can't do it becuase the user deleted his account.
So my question is how can report such spam comments for deletion?
