I think I'm still being consistent here. If there is an option to show dark
maps with a light UI, my proposal would be to show whatever the cartographers
think should be shown for their "dark mode map".
For example, let's say that the cartographers have all made their decisions on
how they want to implement "dark mode map" for their layers:

We can then implement preferences to allow users to choose between dark and
light mode for the maps, but the cartographers are still choosing exactly what
colours are shown for each.

I can clarify this - I mean that we don't choose what colours are used inside
the maps when showing the light mode maps. I also think we should not choose
what colours are used inside the maps when showing the dark mode maps. That's
not incompatible with saying that users should get the choice whether to see
dark mode maps or light mode maps independently of dark mode UI and light mode
UI. I think the cartographers should control everything inside of their maps,
but that doesn't mean that we can't allow users to choose which one to show.
