It won't know. However, if someone else logs in on that NAS:Port their
entry will be overwritten, additionally you can enable SNMP checking (or
whatever your NAS supports) which can confirm Simultaneous-Usage. If you 
have POPs that get cut off at lot from the RADIUS server, you'll want to 
position a secondary server out there (otherwise they won't be able to 
login while your FR is down either).
