I think critical plugin "fixes" should be backported, but such fixes should
be small and targeted changes (<100 LOC) to functionality that was already
supposed to work in the original version of the release.  To me, something
like adding provider network support is a large change, and is something
that was not supported for that plugin in the primary release, so I would
say on both accounts it does not apply for backporting.
