The queue/smtp plugin is only useful for delivery to a local smtpd. If your own MXs resolve to 0.0.0.0, fix your configuration. (no, I'm not against writing plugins which help to detect local configuration errors. It just seems to me that this is a very narrow and improbable case, which doesn't merit much discussion.
