Thanks for the input, all. The concensus seems to be towards using tcpserver as 
described in "Live with qmail". Unfortunately, I have different types of users and 
varying locations of mail files. So it looks like I'll have to use a Perl POP server 
that I found and add the hooks for sophisticated user level decisions.
