I don't know - qmail-scanner calls qmail-queue after it's finished, so I
don't see why not

Well the archive is to disk - not to call a program. So it won't do it
directly, but there's nothing to stop you writing some kind of cronjob
that scans the Maildir looking for new files and emails them off
afterwards. Your previous option  sounds easier :-)
