qmail-scanner doesn't run spamassassin on the relayed message on the relay
(there it only runs clamav). The problem occurs on any other destination
server running spamassassin.

Imagine following situation:
A user sends a message using a dial-up internet connection via "his"
mailserver running qmail-scanner to a friend having an address on another
server. As he is authenticated, his mailserver only runs the virus check
and appends the qmail-scanner header (stating that) into the mail before
his mailserver relays it to the destination system. So far no problem.

On the destination system there is spamassassin running and doesn't
recognize that the sender was authenticated because the header appended by
qmail-scanner doesn't state that the sender was authenticated (via
ESMTPA). So spamassassin deliberately performs PBL and RBL checks against
the dial-up IP (which wouldn't happen if it knew that the user was
authenticated) and claims that the mail is spam. If qmail-scanner would
not be running on the relay, the header wouldn't be there and spamassassin
on the destination would not think that the mail is spam.
