50-100? That's huge. Anything over 1.0 means the computer has more load
than it can "easily handle". Spiking over 1 is fine of course - but
50-100 would definitely make your machine "non responsive".

What is the top CPU user? Running top should tell you that.

You're box sounds way to grunty to be showing such symptoms with the low
SMTP settings you have. A dual-core with 2G ram and SATA should easily
be able to handle 200+ connections - not 50. Something is wrong for sure...
