--notify "recips,admin" - even though you are strongly recommended NOT to do that? And you may very well find yourself put onto RBLs due to your mail server SPAMMING people with "a virus was blocked..." mail messages - when they weren't actually involved in the transaction? [Can you feel the strong hint not to do what you are trying to do? ;-)] Anyway, assuming you know better, you say the "recips,admin" option doesn't work?
