Usually it does not accept them (when you are using system accounts for example). AFAIK it accepts and then bounces only when you use virtual accounts, like vpopmail. But there is a qmail-check-rcpt patch for this problem, with this patch qmail checks if recipient is valid even if using vpopmail and does not accept the mail if recipient is invalid.
