You have looked at some of the internal workings of Q-S and then jumped to a conclusion about how they operate. That section of code is specifically to stop "double-barreled" attachments - it has nothing to do with policy-blocking attachments.
As said in an earlier message - look at quarantine-attachments.txt, read the documentation in it, and add the extensions you want to block into there.
