May not help, but what do your qmail-send, and qmail-smtpd logs say, if anything?
Also, how about setting DEBUG="1" in qmail-scanner-queue.pl... Does /var/spool/qmailscan/qmail-queue.log give you any other clues?

I have tried it as high as 120 MB, still no go.
