You have just described what Q-S already does?!?

If a message is flagged as being infected, or blocked for "policy" reasons
(e.g. you don't want any ZIP files on your network), then they are
quarantined into a Maildir area.

As such, any Maildir-aware MUA - or IMAP server - could be used as a frontend
to read such messages. Obviously doing so would be a VERY  BAD IDEA due to
the likelihood that the viewer would be infected by viruses. 

That assumes your MUA is a Windows one of course. I have never feared
opening viruses via mutt :-)
