The mail we are concerned with is mail from the Texas Courts, and they represent cases being reviewed. Missing an email the court sends regardless of its infection status is unacceptable as the courts don't want to hear any excuses. In effect, the Texas Courts have ruled that for their purposes email is a guaranteed delivery mechanism and missed mail is not their problem even if they send out infected mails (which they do, by the ton).
BTW - this system is coming to your state as Texas was the test case for this stupid system. It is going nationwide. Having spamassassin incorrectly flag mail from the courts is why we can't use it. Just think if it was your case that was mistakenly flagged as spam, and as a result you lost your case before the courts due to missing a filing deadline or some other procedural reason.
Given where qmail-scanner hooks into the system, it is scanning all the mail the box gets, which is 90% spam. Some of that spam is infected, and now qmail-scanner is sending out mail about an infected piece of mail that our anti spam facilities will eventually trash anyway. In effect, qmail-scanner is sending the spam headers and subject on thru, which my users consider spam in and of itself because its about mail they would otherwise never see.
Is there a way to move qmail-scanner so that it operates via the .qmail facility? That way our anti spam tools could kill the spam and reduce the virus scanning load and at the same time reduce the virus notifications sent out by qmail-scanner to only those that actually are for non spam email. This would also offer the granularity to apply virus scanning to accounts on a per account basis or not as needed.
