No, the :allow means that anyone can connect, and that the QMAILQUEUE
environmental variable is always set to /var/qmail/bin/qmail-scanner-
queue.pl.  

The RELAYCLIENT environmental variable must be set for qmail to allow
relay.  So the line above is correct; the following line would be an
open relay:

:allow,RELAYCLIENT=""
