But have you run it manually with softlimit set to 18000000?

i.e. softlimit -a 18000000 clamscan .....


if you get the same error, then your softlimit is too small. This is
actually another good reason to use clamd. The softlimit settings can be
left lower as it's a separate process that swallows the RAM.
