You can safely ignore this, or at least I always have.

Is spamd running? It needs to be running as qmail-scanner calls spamc, not spamassassin.
Testing suid nature of /usr/bin/perl... Whoa - broken perl install found. Cannot even run a simple script setuid
If you don't have a suid perl installed, you'll need to use the qmail-scanner wrapper in the contrib directory (install with --skip-setuid-test) or install an suid perl.
