So QmailToaster is to blame. I do not use that product, so can someone who does rely on it please search their archives to find out if there was a reason for this, and if not, contact the author about their mistake.

Can you think of any reason why reformime would be installed setuid root?
None whatsoever. It doesn't even deliver e-mail - it's just a tool for parsing MIME mail messages.
chmod 755 it is.
