no, you're not. the instructions there specify qmail-scanner-1.16. you're using qmail-scanner-1.20.
1.20 uses the qscand user/group, 1.16 does not. you may have better luck if you start with 1.16. then consider upgrading to 1.20, which requires adjustments to both qmail-scanner and clamav.
