I did
#chown - R qscand:qmail /var/spool/qmailscan #qmailctl restart
but the problem still persists with the exact same error message...

you would do better to completely delete your qmail-scanner installation (including /var/spool/qmailscan) and re-install.
qscand:qmail is incorrect as well, by the way. re-read the requirements section of the qmail-scanner webpage.
