if you are using qmail like recommended by LWQ, tail -f
/var/log/qmail/smtpd/current will show you a status 0/30 where 0 is the
current number of incoming connections in use.

your incoming concurrency is not high enough if it's sitting at 30/30
constantly. however, increasing this much higher could put quite a load
on the server if you are running spamassassin via QS also.   if you are
not running spamassassin, you should be able to process much more than
30 concurrently.
