I couldn't find a concise answer to this in the documentation or
scanning the list. If this isn't appropriate for the scanner list,
please let me know.

System: RH7.2, Qmail 1.03, qmail-scanner-1.15 (pretty much the Shupp
toaster, God bless him!)
This mail system is on a NAT'd network (10.x.x.x), but we also would
like to allow traveling sales persons to relay off of it. No problem,
smtp-auth is installed. Mail server is on 10.0.0.2, some clients are on
10.0.x.0 (i.e. another subnet), hence it forces them to
pop-before-smtp. I'd like to let local users on other subnets not have
to do that, since their stupid Outlook clients will often just sit there
until you actually send a message before they can get their mail.
My research tells me that I need to edit my tcp.smtp file to something
like this:

127.:allow,RELAYCLIENT=""
10.:allow,RELAYCLIENT=""

..but I can't figure out the concise syntax for compiling that into the
.cdb file.

Question 1: will "10." allow all networks under that /8 to relay openly?
Question 2: how do I recompile that second line into the .cdb file?
