Thanks, that was part of the problem
the directory it was in was only readable by root
but during int install
I get this error message still
perlscanner: generate new DB file
ERROR: incorrect format on line 82 - skipped
perlscanner: total of 9 entries.
what is that about?
I get the same exact message when I run
/var/qmail/bin/qmail-scanner-queue.pl -g

I had this same problem a while back
The fix is to alter the permissions on the vscan file
