There's no fixed process to do this, but it usually goes something like
this:

- Write up some bullet points/specifications for what you want to see
implemented
- Get in contact with a QGIS developer (see
https://qgis.org/resources/support/commercial-support/) and ask if they'd
be interested in developing the change, and work with them to get the
specifications finalised and a price determined.
- Work out with the developer how they'd want to be paid. Sometimes they'll
be happy collecting partial funds from a group of funders, other times they
may want you to do this and just pay them one total payment.
- Put out public notices on the mailing lists, on social media, approach
the various users groups and advertise your campaign!
- Enjoy the warm glow of making QGIS better for yourself, and for all other
users too 🥳
