I also hit this problem, my Icelandic name conflicts and no plugins work, if
I use my real name as windows user

The current windows install sets the

Is it possible to optionally set the .qgis directory to another
place to avoid this problem?

(does anybody know if this problem has been reported as a ticket? I've
searched 
and could not find it, but it's not easy to search for an appropriate
keyword in
this case).
