Hi Luke, (cc'ing PSC list) Not sure which plugin you are talking about.
But in my view a 'nagging'-screen to pay for development would be a reason to remove a plugin from the repo. (Personally I'd even go further and also remove plugins from the qgis repo which only can be used in combination with paid services (they can host the plugin theirselves)) There has also been a plugin spamming plugin devs with mails recently...
