The latest discussion on the topic at the board was that it was not the norm in GSOC amongst projects to distribute mentor funds directly to mentors. That said the board does intend to spend the money from GSOC on projects - meaning QGIS can make requests for some of those funds to be spent on QGIS' behalf or transferred to a QGIS org account. They just wanted to avoid the overhead of cutting checks and tax paperwork to many people. So, if we need $ for something like a code sprint OSGeo is willing to put up some. Might be a good way to entice matching funds...
