we are not, and I think the process is rather complicated.
I just recalled a presentation at FOSSGIS where Arnulf Christl sayd that
even OSGeo dropped the idea of becoming one.
originally we planned to manage our funds through osgeo, but this proved
too expensive.
I imagine, I remember you proposal to not be part of it for GSoC due to
the mentor pay staying in OSGeo.
