tests: Use Python 3.13 for CI tests
- add Python 3.14 to test matrix
- add doctest with Python 3.14
- remove GitHub doctest with Python 3.14
- run rstcheck and sphinx tests with Python 3.14
- run doc test and publish with Python 3.14
